Who runs this state? The Dave Campbell's Texas Football staff gives their power rankings of the 12 FBS college football teams in Texas. In this subscriber-only piece, we'll give you detailed insight into our rankings.

It was a rocky Week 13 across the board, but one team had such a strong performance that they rocketed up the board to disrupt the top two for the first time in a while. As UTSA coach Jeff Traylor said, it was a November to Remember. Plus, there's a shakeup at the bottom of the rankings.

Note: Teams are measured against the overall strength of their conference.

1. Texas A&M Aggies (-)

Record: 6-1
Previous: 20-7 win over LSU
Next: at Auburn

The Aggies didn't look great beating LSU, but beating a hated rival at home to maintain a special season still counts just fine. The defense is really starting to come together and play at a high level. Texas A&M looks every bit the part of a playoff contender.

2. UTSA Roadrunners (+2)

Record: 7-4
Previous: Beat North Texas 49-17
Next: TBD

It's time to give the Roadrunners their flowers. UTSA is 5-2 in conference, has a real path to the Conference USA title game and ends its scheduled matchups on a three-game winning streak. The job Jeff Traylor has done is nothing short of miraculous and the astonishing win over North Texas was only the cherry on top of the cake.

3. SMU Mustangs (-1)

Record: 7-3
Previous: 52-38 loss to East Carolina
Next: vs. Houston

What was that, SMU? The Mustangs were a clear top-two in our power poll all season long, but cracks are starting to form in the foundation. East Carolina had just two wins before facing off against the recently-ranked Mustangs, but had their way with the Ponies. It's not a game that will especially change how we feel about the quality of the 2020 Ponies, but it was simply too embarrassing to not result in consequences.

4. Texas Longhorns (-1)

Record: 5-3
Previous: 23-20 loss to Iowa State
Next: at Kansas State

The Longhorns made critical mistakes down the stretch and unfathomably lost a game they did not trail for more than 58 minutes. Now, their Big 12 title dreams are dashed and another painful referendum on Tom Herman is coming down the pipe.

5. Houston Cougars (-)

Record: 3-3
Previous: PPD game against Tulsa
Next: at SMU

The Cougars lost another game due to COVID-19, and it will likely not be made up. We know very little about the state of Dana Holgorsen's rebuild in Houston.

6. TCU Horned Frogs (-)

Record: 4-4
Previous: 59-23 win over Kansas
Next: vs. Oklahoma State

The Horned Frogs didn't do anything especially well – Max Duggan only completed three passes, all to tight ends! – but beating Kansas always feels good, especially since TCU has struggled against them in the past.

7. Texas Tech Red Raiders (+1)

Record: 3-6
Previous: 50-44 loss to Oklahoma State
Next: vs. Kansas

The Red Raiders looked good all day long but just couldn't quite pull off a tight game against a top 25 foe. However, the defensive improvement is obvious. Thankfully, there's one last chance to take out emotion, and it's in a revenge spot. The Kansas Jayhawks come to town next week.

8. North Texas Mean Green (-1)

Record: 3-4
Previous: 49-17 loss to UTSA
Next: vs. Louisiana Tech

Apparently, we still know very little about the Mean Green. Saturday against UTSA proved to be the worst of every iteration of UNT. Jason Bean couldn't pass, the defense couldn't keep Sincere McCormick in front of it and UNT lost control of the game. UNT has two games left, but it's unclear how much more we should expect.

9. UTEP Miners (-)

Record: 3-4
Previous: Cancelled game vs. Rice
Next: vs. Southern Miss

The Miners had another week off because of positive cases of COVID-19.

10. Rice Owls (-)

Record: 1-2
Previous: Cancelled game against UTEP
Next: at Marshall

The Owls had another game cancelled due to COVID-19. We simply don't know enough about the Owls to say much of anything.

11. Baylor Bears (+1)

Record: 2-5
Previous: 33-32 win over Kansas State
Next: at Oklahoma

The one thing you can't say about Charlie Brewer is that he'll give up. Finally, Larry Fedora and Brewer managed to find the same page and it translated into Baylor's second win of the season. Things probably won't get better over the next two weeks with matchups against both Oklahoma schools, but having at least one thrilling performance to remember is better than none.

12. Texas State Bobcats (-1)

Record: 2-10
Previous: 49-14 loss to Coastal Carolina
Next: n/a

The Bobcats are the first team in Texas to finish a complete fall schedule, and they managed to do so without any cancellations or interruptions. Unfortunately, it ended with a sixth straight season of three or fewer wins. Keep an eye on this team though. The 2021 season could be something special.
