Who runs this state? The Dave Campbell's Texas Football staff gives their power rankings of the 12 FBS college football teams in Texas. In this subscriber-only piece, we'll give you detailed insight into our rankings.

In Week 12, a game between North Texas and Rice helped create movement in the bottom of the rankings. However, one team has established itself as upper middle class once and for all.

Note: Teams are measured against the overall strength of their conference.

1. Texas A&M Aggies (-)

Record: 5-1
Previous: PPD game against Ole Miss
Next: vs. Ole Miss

The Aggies had a second postponed game due to contact tracing protocols, but have most of their roster back on Sunday.

2. SMU Mustangs (-)

Record: 7-2
Previous: PPD game against Houston
Next: at East Carolina

The Mustangs had an off week after Houston postponed due to COVID-19 complications.

3. Texas Longhorns (-)

Record: 5-2
Previous: PPD game against Kansas
Next: vs. Iowa State

The Longhorns did not play this week against Kansas, and now get Big 12 frontrunner Iowa State as a measuring stick.

4. UTSA Roadrunners (-)

Record: 6-4
Previous: Beat Southern Miss 23-20
Next: vs. North Texas

The Roadrunners didn't look their best, but let Sincere McCormick carry them to the finish line. Now, the Roadrunners are bowl eligible for just the third time in program history. What a first season for Jeff Traylor.

5. Houston Cougars (-)

Record: 3-3
Previous: PPD game against SMU
Next: vs. Tulsa

The Cougars had to postpone a game due to COVID-19 issues in the program and have a big game against Tulsa this week.

6. TCU Horned Frogs (+1)

Record: 3-4
Previous: Bye
Next: at Kansas

The Horned Frogs had a bye week to get back on track and now gets a tune-up game against Kansas.

7. North Texas Mean Green

Record: 3-3
Previous: Beat Rice 27-17
Next: at UTSA

After shaking off some rust, North Texas post together a strong defensive performance to suffocate Rice's potent offense. It was impressive to see the Mean Green out-physical a team that prides itself on physicality. Is Jason Bean a long-term answer at quarterback, though?

8. Texas Tech Red Raiders (-)

Record: 3-5
Previous: Bye
Next: at Oklahoma State

The Red Raiders had a week off after a win over Baylor.

9. UTEP Miners (-)

Record: 3-4
Previous: PPD game vs. UAB
Next: at Rice

The Miners had another off week due to COVID-19 cases in the UAB program.

10. Rice Owls (-4)

Record: 1-2
Previous: 27-17 loss against
Next: vs. UTEP

The Owls showed why we were high on them in the first quarter, and then everything fell apart. Rice let North Texas go on a 27-0 run and completely whiffed in blocking a fairly average defensive line. Suddenly, Rice looks far more like a product of a bad schedule than improvement alone. We'll chalk it up to it only being the Owls' third game, but the luster is gone.

11. Texas State Bobcats (+1)

Record: 2-9
Previous: Beat Arkansas State 47-45
Next: vs. Coastal Carolina

The Bobcats finally put together a complete offensive performance on the back of Brady McBride's breakout game. This looked like the offense Jake Spavital hoped to have through the entire season, making plays at every level of the field. Defensively, it would have been nice to see more, but this is still an encouraging final statement for 2020 Texas State.

12. Baylor Bears (-1)

Record: 1-5
Previous: Bye
Next: vs. Kansas State

The Bears had a bye week after a distressing loss to Texas Tech and might not have another win on the schedule.
